Most feasibility work in the Gulf is priced after a call and delivered in weeks. Ours is priced on this page and delivered in days.
Who it is for
You have a concept and a budget, and you are close to signing something in Kuwait: a lease in Salmiya or a mall, a partner agreement, a franchise contract, or an application to the National Fund. Before that signature, you want to know whether the restaurant will make money, how much it will really cost to open, and how long the cash has to last.
Our clients are usually one of three people. A Kuwaiti founder with a concept, who may also want National Fund finance. A Gulf operator with a proven restaurant in Dubai, Riyadh or Doha who wants to bring it to Kuwait. Or a foreign brand entering Kuwait with a local partner, who needs the numbers before the structure.
What a feasibility study is, and why a free template is not enough
A feasibility study answers one question in writing: is this restaurant worth your money? Free templates are easy to find, in Arabic and English, and they show the general shape. What they cannot know is your unit in Hawalli or Fahaheel, your menu, your rent, or what permits, residency and health insurance will cost for your team. Restaurants in Kuwait rarely fail in the general shape. They fail on the details a template leaves blank.
That is why we start with the concept and work outward. The menu decides the equipment, the equipment decides the floor area you lease, and the seats multiplied by the average bill decide the sales the site has to deliver.
How we prepare a restaurant feasibility study in Kuwait
- The concept first. The idea, the menu and the guests, before a single dinar is committed.
- The site, at every hour. Morning, afternoon, evening and late at night, and in summer too. Footfall, parking, the mall or street around you, and the neighbours: who trades well, who has closed, and why.
- The capital budget. Fit-out, kitchen, the commercial licence and the approvals behind it (Municipality, Fire Force, food authority), deposits, pre-opening salaries, marketing, working capital and contingency. Our rule: a 5 percent contingency on the build, and working capital for three months of fixed costs.
- Sales. Covers and average spend by time of day and by season, Ramadan and the summer included, built from your menu and your seats rather than from hope.
- Costs. Food, staff, work permits, residency and health insurance, Kuwaiti hires, rent, utilities and delivery commissions, line by line.
- Break-even and payback. The monthly sales that cover your costs, when you reach them, and when the money comes back.
- The verdict. Go, or Go with Conditions. When the answer is no, we say so plainly, with what would have to change.
Opening a restaurant in Kuwait: the rules we price
Rules change, so we check them live for every study. This is what the official sources said when we last checked, on 18 October 2026.
Licensing
- The company. The Ministry of Commerce and Industry forms a limited liability company through the Kuwait Business Center. Its published estimate is three days with no fee for that step, and its 2025 fee guide puts the company licence at KD 80 and the renewal at KD 40.
- One licence, five authorities. Since February 2025 the Smart Licence links the ministry, Kuwait Municipality, the Fire Force, the Public Authority for Manpower and the Public Authority for Food and Nutrition. Ministers said at the launch that a violation at any one of them can close the commercial licence, so compliance becomes a single point of failure.
- Municipality first. Trading without municipal approval has been fined at KD 4,000 to 5,000 with closure, as reported in August 2026. The study's timeline does not open the doors before the approvals are in.
- The food authority. The Public Authority for Food and Nutrition issues the health licence and closes outlets that trade without one. Calorie labelling on menus started as a voluntary scheme in October 2026; we flag it as a possible cost for a 2027 opening.
Ownership
- 49 percent by default. On the government portal, a non-Kuwaiti partner's share in a limited liability company may not exceed 49 percent, and the manager must be Kuwaiti or from a GCC country.
- Up to 100 percent with a KDIPA licence. The Kuwait Direct Investment Promotion Authority can license up to 100 percent foreign ownership. Restaurants and cafes are not on its excluded list. The licence is discretionary and scored, and KDIPA decides within 30 days of a complete file. Amendments proposed in 2026 would speed this up, but they are not law yet.
Your team
- Permits and residency. A first work permit costs KD 150. Since 23 December 2025, work residency is KD 20 a year, the work entry visa KD 10, and expat health insurance KD 100 a year, up from KD 50.
- Kuwaiti hires. Kuwaiti employment is checked at several gates: the KDIPA route expects a Kuwaiti manager on file, the National Fund requires Kuwaiti hiring, and banks ask for a Kuwaiti employment schedule. We price those roles in the staffing budget from the start.
Tax and delivery
- No VAT and no excise. Kuwait charges neither today. A draft business profits tax has been proposed that would exempt businesses with revenue under KD 1.5 million; foreign owners should take tax advice on the structure.
- Delivery commissions are capped. Ministerial Decision No. 109 of 2026, in force since 9 July 2026, caps platform commission at 17 percent, or 10 percent when the restaurant delivers itself, caps the customer delivery fee at KD 1 and bans forced exclusivity. On 27 September 2026 a court struck down only the penalty article; the caps stand. No other GCC market gives a delivery model such a firm ceiling, and the study uses it.
What restaurant space costs in Kuwait
Rent is the number that decides most Kuwait budgets. Kuwait Finance House publishes the most current district series. Ground-floor commercial rents, in Kuwaiti dinars per square metre a month:
| Area | KD per sq m a month | Source |
|---|---|---|
| Kuwait City | 39 | KFH, Q2 2026 |
| Salmiya | 35 | KFH, Q2 2026 |
| Farwaniya | 35 | KFH, Q2 2026 |
| Fahaheel | 31 | KFH, Q2 2026 |
| Khaitan | 31 | KFH, Q2 2026 |
| Hawalli | 30 | KFH, Q2 2026 |
| Mangaf and Aziziya | 21 | KFH, Q2 2026 |
| Average, ground floor | 29.1 | KFH, Q2 2026 |
These street rents were flat from late 2025 into 2026. Malls are tighter: The Avenues reported 98 percent occupancy, which means a waiting list and landlord-friendly terms. No published report gives restaurant rents for individual malls, so we price your unit from its own offer and the comparable units around it. In Shuwaikh and Al Rai the range inside one zone is wide, from cheap back-street units to prime road frontage, so the site test matters more than the area name.
Our rule on rent: 12 to 15 percent of sales is the norm, and 20 percent is the absolute maximum, only for a very prime site. Above that, the restaurant works for the landlord. You can test your own numbers with our free restaurant break-even calculator.
Financing in Kuwait: what the National Fund and the banks ask for
Investors often hear that a Kuwaiti funder only accepts a study from an approved local office. The official pages say otherwise:
- The National Fund has no approved consultants. Its own FAQ asks "Do you have approved consultant agencies to make the feasibility study?" and answers "No." What it does have is an approved feasibility study form on its website. If you are applying to the Fund, we build the study around that form.
- The Fund is for Kuwaiti founders. It finances projects fully owned by Kuwaiti citizens: every partner Kuwaiti, the founder 21 or older and working full time on the project, capital up to KD 500,000. It lends up to KD 400,000, or 80 percent, with no interest and a one-time fee of 2 percent, requires Kuwaiti hiring, and takes 45 days to three months to evaluate. A company with a foreign partner does not qualify.
- Banks set their own test. Gulf Bank's loan with the National Fund, for example, asks for a proper business plan with financial projections and a Kuwaiti employment schedule, and sets no rule on who prepares it. It also requires 100 percent Kuwaiti ownership and two years of trading, so it suits expansion, not a first opening. Ask your bank whether it has a preferred reviewer before you commission any study.
We build every study to be read by a lender: sources and uses, a monthly profit and loss, cash flow and break-even, with every assumption written down. We never arrange financing and we take no fee from any bank or fund. The study is yours to present, and the Investor Edition gives you a presentation version for exactly that meeting.
The Kuwait market in four numbers
- More than 21,000 restaurants and cafes for about 4.5 million people, as reported in 2024.
- 98 percent occupancy at The Avenues (Mabanee), even through the 2026 regional conflict, which hit Kuwait's hotels far harder than its malls.
- Seven times the food delivery sales of the next platform: Talabat's own lead in Kuwait at the end of 2025, the most concentrated delivery market in the Gulf.
- 17 percent, the legal ceiling on a delivery platform's commission since July 2026.
A crowded market with steady malls rewards the concept that is clearly different on its street. We test whether yours has room, not just whether the area is busy.
The four questions investors ask us first
- What kind of concept? Any food and beverage concept: a cafe, a quick-service counter, casual dining, fine dining, a cloud kitchen or a kiosk. Sales are built from your own menu, seats and dayparts, so the model fits the concept rather than the other way round.
- Which area? Kuwait City, Salmiya, Hawalli, Shuwaikh and Al Rai, Fahaheel and Al Kout, Sabah Al Salem, Ahmadi and the main malls. The study is built for your exact site, its rent and the trading pattern around it.
- Is it for the National Fund, a bank, investors or your own decision? All of them. The same study serves your own go or no-go and a submission to a lender, an investor or a landlord.
- Kuwaiti founder or foreign investor? Both. The structure decides which financing doors are open, as the section above shows, so we price your route before we price your kitchen. For the legal structure itself you will need a lawyer; our guide to local partners and sponsors in 2026 explains the options.
What the study contains
Every study is built from the ground up for your concept and your site. No templates with your name pasted on top. It covers nine sections:
- Company at a glance. The concept, the site, the people and the plan on one page.
- Sources and uses. Where the money comes from and exactly where it goes.
- The capital budget. Every line it takes to open: build-out, kitchen, licences, deposits, pre-opening salaries, launch marketing, working capital and contingency.
- Sales, engineered. Covers, average spend and seasonality, Ramadan and summer included, built from the menu and the seats, not from hope.
- The cost engine. Food, staff and permits, rent, utilities and every other cost, line by line.
- Profit and loss. Month by month for the first year.
- The five-year view. Growth, cash and returns over five years.
- Break-even. The sales you need each month to cover your costs, and when you reach them.
- The thesis. Our verdict and the reasons for it.
How it works
- The conversation. We start with what you want to achieve and the risks you carry, not the numbers you want to hear.
- The analysis. We test your concept against the market, the numbers, the competition and what has actually happened to restaurants like it in the Gulf.
- The report. You receive the study within seven days, with a direct recommendation and the next steps.
- The meeting. We walk you through it and answer your questions. Most investors have plenty, and we take the time to answer them properly.

A feasibility study is the cheapest money you will spend on a restaurant. It costs a fraction of one month’s rent on a good Salmiya site, and it is the only point where every mistake is still free to fix.
Why Praxis Model
I have spent 33 years opening and running restaurants and advising the investors behind them, with more than 300 projects across the Gulf and beyond, Kuwait among them. I know which line in a budget goes wrong first, which lease clause hurts in year two, and why a concept that queues around the block in one city can sit empty in another.
Our studies are built on that experience, and on a simple rule: make every mistake on paper, never with your money.

Frequently asked questions
How much does a restaurant feasibility study cost in Kuwait?
USD 3,999 (about KD 1,230) for one location at our founding price (standard price USD 6,999). Studies covering two or more locations cost less per site.
How long does a feasibility study take?
Seven days from the moment we have your information.
Do you cover Salmiya, Hawalli and Fahaheel as well as Kuwait City?
Yes. We work across Kuwait, and in the UAE, Saudi Arabia, Qatar, Bahrain and Oman.
Does the National Fund require an approved consultant?
No. The National Fund's own FAQ says it has no approved consultant offices for feasibility studies. It does publish an approved study form, and we build your study around it. The Fund itself is open only to projects fully owned by Kuwaiti citizens.
Can a foreigner own 100 percent of a restaurant in Kuwait?
Not by default: a non-Kuwaiti partner may hold up to 49 percent of a limited liability company. Up to 100 percent needs a licence from the Kuwait Direct Investment Promotion Authority, which is discretionary and decided within 30 days of a complete file. Take legal advice on the structure before you sign a lease.
Is there a cap on delivery app commissions in Kuwait?
Yes. Since 9 July 2026 a platform may charge a restaurant at most 17 percent, or 10 percent when the restaurant delivers itself, and the customer delivery fee is capped at KD 1. A September 2026 court ruling removed only the penalty article, so the caps stand.
Is my concept kept confidential?
Always. We never name or show a client’s concept, numbers or location to anyone.
