Most feasibility work in the Gulf is priced after a call and delivered in weeks. Ours is priced on this page and delivered in days.
Who it is for
You have a concept and a budget, and you are close to signing something in Bahrain: a lease in a mall or on a busy Adliya street, a partner agreement, a franchise contract, or a loan application. Before that signature, you want to know whether the restaurant will make money, how much it will really cost to open, and how long the cash has to last.
Our clients are usually one of three people. A Bahraini founder with a concept, who may also want bank or Tamkeen-backed finance. A Saudi or Gulf operator who wants a Manama site to catch the weekend crowd from across the causeway. Or a foreign brand entering Bahrain for the first time, who needs the numbers before the structure.
What a feasibility study is, and why a free template is not enough
A feasibility study answers one question in writing: is this restaurant worth your money? Free templates are easy to find and they show the general shape. What they cannot know is your unit in Seef or Juffair, your menu, your rent, or what LMRA fees, visas and Bahraini hires will cost for your team. Restaurants in Bahrain rarely fail in the general shape. They fail on the details a template leaves blank.
That is why we start with the concept and work outward. The menu decides the equipment, the equipment decides the floor area you lease, and the seats multiplied by the average bill decide the sales the site has to deliver.
How we prepare a restaurant feasibility study in Bahrain
- The concept first. The idea, the menu and the guests, before a single dinar is committed.
- The site, at every hour. Weekdays and the Saudi weekend, morning, afternoon, evening and late at night, and in summer too. Footfall, parking, the mall or street around you, and the neighbours: who trades well, who has closed, and why.
- The capital budget. Fit-out, kitchen, the commercial registration on Sijilat, health and civil defence certificates, signage, deposits, pre-opening salaries, marketing, working capital and contingency. Our rule: a 5 percent contingency on the build, and working capital for three months of fixed costs.
- Sales. Covers and average spend by time of day and by season, Ramadan, the summer and the weekend swing included, built from your menu and your seats rather than from hope.
- Costs. Food, staff, LMRA fees, visas and health fees, Bahraini hires, rent, utilities, VAT and delivery commissions, line by line.
- Break-even and payback. The monthly sales that cover your costs, when you reach them, and when the money comes back.
- The verdict. Go, or Go with Conditions. When the answer is no, we say so plainly, with what would have to change.
Opening a restaurant in Bahrain: the rules we price
Rules change, so we check them live for every study. This is what the official sources said when we last checked, on 18 October 2026. Our guide to the Sijilat, health and civil defence licences walks through each step.
Licensing
- Sijilat first. The Ministry of Industry and Commerce issues the commercial registration through Sijilat, after the licensing authorities approve the file. Foreign shareholders need a security clearance, which has no published timeframe, so the plan carries a buffer for it.
- The certificates. On the government services portal, a new Ministry of Health certificate costs BD 5 and takes three working days; the Civil Defence certificate costs BD 30 for small premises or BD 50 for large ones and takes five working days; a sign permit costs BD 20 per square metre and takes seven days.
- Inspections are real. The ministry's inspectors made 3,191 visits between March and July 2026 and closed premises trading without a valid registration, as reported in August 2026. Restaurants with tourist services outside hotels also need the tourism authority's licence.
Ownership
- Up to 100 percent, activity by activity. The ministry's guide allows GCC citizens and foreigners to own 100 percent of a company "by activity", so the exact restaurant code on Sijilat is the test. We check it before the study is built around a structure.
- What is reserved for Bahrainis. Food trucks are reserved for Bahraini owners, and since July 2026 (Decision No. 36 of 2026) so are traditional Bahraini catering for occasions and Bahraini sweets making. A heritage catering concept needs a Bahraini owner.
- No minimum capital for a limited liability company, according to the ministry's 2024 procedures guide. The BD 20,000 figure some guides quote belongs to a different company form.
Your team
- LMRA fees rose in 2026. From 1 January 2026, the monthly fee per foreign worker is BD 7.5 for firms with up to five foreign workers and BD 12.5 for larger ones, rising each year to BD 30 for all in 2029. A 12-month visa costs BD 105 and the health fee BD 90. A 15-person expat team pays about BD 2,250 a year in monthly fees in 2026 and BD 5,400 in 2029, before visas, by our arithmetic.
- Bahrainisation is set per activity. Firms below their activity's ratio can still recruit by paying extra parallel fees per permit. In the accommodation and food sector, Bahrainis were about 11 percent of the workforce in 2022.
- Tamkeen pays part of Bahraini wages. Its National Employment Program supports a qualifying Bahraini hire at up to 70 percent of salary in year one, 50 percent in year two and 30 percent in year three, within caps. We build that support into the staffing budget when you qualify.
Tax and delivery
- VAT is 10 percent, with registration compulsory above BD 37,500 of annual taxable revenue. Excise is 100 percent on energy drinks and tobacco and 50 percent on soft drinks.
- Corporate tax is coming, for larger groups. A draft approved by the Cabinet in December 2025 would charge 10 percent from 2027 on businesses above BD 1 million of revenue or BD 200,000 of profit, on the profit above BD 200,000. It was still a draft in September 2026. A single restaurant would sit below it; a multi-outlet plan shows the scenario.
- No delivery rules yet. Unlike Kuwait and Qatar, Bahrain has no published commission or fee rules; MPs proposed a framework in July 2026. Keeta entered the market in January 2026. The study tests your margin at several commission levels.
What restaurant space costs in Bahrain
The latest published retail rents per square metre, in Bahraini dinars per square metre a month, are older than we would like, and the market has softened since:
| Benchmark | BD per sq m a month | Source |
|---|---|---|
| Prime malls, in-line units | 21.5 | CBRE, H1 2024 |
| Market average, in-line units | about 11.5 | CBRE, H1 2024 |
| Malls, average | 12.3 | Savills, Q4 2023 |
| Strip malls, average | 9.8 | Savills, Q4 2023 |
| Mixed-use developments, average | 7.1 | Savills, Q4 2023 |
Since then, occupancy across the malls CBRE tracks fell to 63.3 percent in the second half of 2025 and about 65 percent in the first half of 2026, with steady downward pressure on rents. A few centres, such as The Avenues, Dragon City and Marassi Galleria, keep filling. Outside them, a new tenant can push for a lower base rent and a longer rent-free fit-out period, and the study prices your unit from its own offer, not from an average.
Our rule on rent: 12 to 15 percent of sales is the norm, and 20 percent is the absolute maximum, only for a very prime site. Above that, the restaurant works for the landlord. You can test your own numbers with our free restaurant break-even calculator.
Financing in Bahrain: what BDB, Tamkeen and the banks ask for
Investors often ask whether a Bahraini lender only accepts a study from an approved local office. The official pages set no such rule:
- Bahrain Development Bank asks for the study, not the author. Its services are "available to Bahrain registered businesses", and for start-ups it asks for a business plan or project feasibility study, with no rule on who prepares it. Its financing starts at BD 3,000.
- Some routes are for established or Bahraini-owned firms. The SME Fund, run by BDB with partner banks and supported by Tamkeen, is for businesses trading for at least two years. Riyadat is for businesses owned and run by Bahraini women.
- Tamkeen financing runs through the bank. Under its Financing Support Program, the partner bank submits the application and asks for the documents it wants. A 2024 amendment approved by the Shura Council would tie Tamkeen support for fully foreign-owned firms to a share of Bahraini staff; its final status was not published when we checked. Ask your bank what it expects to see before you commission any study.
We build every study to be read by a lender: sources and uses, a monthly profit and loss, cash flow and break-even, with every assumption written down. We never arrange financing and we take no fee from any bank or fund. The study is yours to present, and the Investor Edition gives you a presentation version for exactly that meeting.
The Bahrain market in four numbers
- 15 million visitors in 2025, according to the tourism authority, of whom 7.3 million stayed overnight.
- About 86 percent of 2024 arrivals came from Saudi Arabia, most of them over the King Fahd Causeway.
- USD 5.4 billion in tourism receipts in 2025, up 7 percent (UN Tourism).
- 3,201 active registrations in accommodation and food services at the end of 2022, the latest official count we found.
The weekend and same-day Saudi visitor is the core of Bahrain's tourist trade, and the weekday local guest pays the rent in between. We model both, because a site that only works on Thursday night does not work.
The four questions investors ask us first
- What kind of concept? Any food and beverage concept: a cafe, a quick-service counter, casual dining, fine dining, a cloud kitchen or a kiosk. Sales are built from your own menu, seats and dayparts, so the model fits the concept rather than the other way round.
- Which area? Manama, Seef, Juffair, Adliya, Bahrain Bay, Muharraq, Riffa, Amwaj and the main malls. The study is built for your exact site, its rent and the trading pattern around it.
- Is it for BDB, a bank, investors or your own decision? All of them. The same study serves your own go or no-go and a submission to a lender, an investor or a landlord.
- Bahraini founder or foreign investor? Both. Ownership is decided activity by activity, and some finance is reserved for Bahraini-owned firms, so we price your route before we price your kitchen. For the legal structure itself you will need a lawyer; our guide to local partners and sponsors in 2026 explains the options.
What the study contains
Every study is built from the ground up for your concept and your site. No templates with your name pasted on top. It covers nine sections:
- Company at a glance. The concept, the site, the people and the plan on one page.
- Sources and uses. Where the money comes from and exactly where it goes.
- The capital budget. Every line it takes to open: build-out, kitchen, licences, deposits, pre-opening salaries, launch marketing, working capital and contingency.
- Sales, engineered. Covers, average spend and seasonality, Ramadan and summer included, built from the menu and the seats, not from hope.
- The cost engine. Food, staff and permits, rent, utilities and every other cost, line by line.
- Profit and loss. Month by month for the first year.
- The five-year view. Growth, cash and returns over five years.
- Break-even. The sales you need each month to cover your costs, and when you reach them.
- The thesis. Our verdict and the reasons for it.
How it works
- The conversation. We start with what you want to achieve and the risks you carry, not the numbers you want to hear.
- The analysis. We test your concept against the market, the numbers, the competition and what has actually happened to restaurants like it in the Gulf.
- The report. You receive the study within seven days, with a direct recommendation and the next steps.
- The meeting. We walk you through it and answer your questions. Most investors have plenty, and we take the time to answer them properly.
Prices
| Study | Founding price | Standard price |
|---|---|---|
| One location | USD 3,999 about BD 1,500 | USD 6,999 about BD 2,630 |
| Two locations | USD 6,999 about BD 2,630 | USD 11,999 about BD 4,510 |
| Three or more locations | USD 9,999 about BD 3,760 | USD 16,500 about BD 6,200 |
| Investor Edition: a presentation version for investors, banks and landlords, added to any study | USD 499 | USD 950 |
A feasibility study is the cheapest money you will spend on a restaurant. It costs a fraction of one month’s rent on a good Seef or Adliya site, and it is the only point where every mistake is still free to fix.
Why Praxis Model
I have spent 33 years opening and running restaurants and advising the investors behind them, with more than 300 projects across the Gulf and beyond, Bahrain among them. I know which line in a budget goes wrong first, which lease clause hurts in year two, and why a concept that queues around the block in one city can sit empty in another.
Our studies are built on that experience, and on a simple rule: make every mistake on paper, never with your money.

Frequently asked questions
How much does a restaurant feasibility study cost in Bahrain?
USD 3,999 (about BD 1,500) for one location at our founding price (standard price USD 6,999). Studies covering two or more locations cost less per site.
How long does a feasibility study take?
Seven days from the moment we have your information.
Do you cover Seef, Juffair, Muharraq and Riffa as well as Manama?
Yes. We work across Bahrain, and in the UAE, Saudi Arabia, Qatar, Kuwait and Oman.
Does Bahrain Development Bank require an approved consultant?
Its published pages set no such rule. BDB asks start-ups for a business plan or feasibility study and says nothing about who must prepare it. Under Tamkeen's financing scheme the partner bank collects the documents, so ask your bank what it expects before you commission the study.
Can a foreigner own 100 percent of a restaurant in Bahrain?
Generally yes: the ministry allows 100 percent foreign ownership activity by activity, and a limited liability company has no minimum capital. Check the exact restaurant code on Sijilat, because a few food activities, such as food trucks and traditional Bahraini catering, are reserved for Bahrainis.
What does it cost to employ expat staff in Bahrain in 2026?
The LMRA charges BD 7.5 or BD 12.5 a month per foreign worker, depending on the size of the firm, rising to BD 30 by 2029, plus BD 105 for a 12-month visa and BD 90 for the health fee.
Is my concept kept confidential?
Always. We never name or show a client’s concept, numbers or location to anyone.
